Swift Current Energy reported that it has closed on a tax equity investment from Google for its 800 MWdc Double Black Diamond Solar project in southern Illinois. The amount of funding by Google was not disclosed, but previous reporting by pv magazine USA stated that over $779 million in project financing was closed for this project, making it among the largest solar project financings in U.S. history.

Located 30 miles west of Springfield, Illinois, the Project is currently under construction and is expected to reach commercial operations by early 2025. Once operational, according to Swift Current Energy, Double Black Diamond Solar is expected to be the largest solar project east of the Mississippi River.

The tax equity financing makes use of energy communities and domestic content adders, provided in the Inflation Reduction Act.

Energy communities are those that are expected to face challenges in the transition away from fossil fuels, such as certain metropolitan statistical areas (MSA) and non-metropolitan statistical areas based on unemployment rates. The domestic content adder is a 10% tax credit bonus for solar, wind, and battery energy storage developers that install projects using U.S.-made components, adding to the 30% base investment tax credit.

“As we work to responsibly grow our infrastructure, we need to partner with companies like Swift Current who understand the nuances of the energy markets where we operate and can help unlock new clean energy at a rate that matches the pace and scale of demand growth on electric grids today,” said Amanda Peterson Corio, global head of data center energy at Google.

The project uses First Solar modules, a majority of which are being manufactured in the US, as well as solar trackers from U.S.-based Nextracker. At peak construction, the project employed approximately 500 construction workers. Swift Current is the project developer and will be the long-term owner and operator, and McCarthy Building Companies is the engineering, procurement, and construction (EPC) partner.

Swift Current Energy said that Double Black Diamond Solar will contribute to communities in Sangamon and Morgan counties. The Project, capable of powering 100,000 homes annually, is expected to reduce regional carbon dioxide emissions by approximately one million tons per year.

“We are proud to be home to one of the largest clean energy projects in the nation,” said Andy Van Meter, Sangamon County board chairman. “The Double Black Diamond Solar project brings significant economic benefits to our community, contributing $100 million in tax revenue and supporting hundreds of jobs. This project is a win for both our community and the environment.”

Energy producer Constellation NewEnergy reportedly will purchase a portion of the energy and renewable energy credits (RECs) generated by Double Black Diamond Solar to serve the seven customers that have been announced. The City of Chicago will source renewable energy produced by the Project to power several energy-intensive facilities, including Chicago O’Hare International Airport and Midway International Airport. Additionally, Cook County Illinois, CVS Health, Loyola University of Chicago, PPG, State Farm, and TransUnion have agreements to purchase power from the Project via Constellation.

Mitsubishi UFJ Financial Group (MUFG), Societe Generale, Truist and ING provided construction financing for the Project. Vinson & Elkins LLP and Husch Blackwell LLP represented Swift Current in the transaction. Milbank LLP and Bryan Cave Leighton Paisner LLP represented Google.

Fossil fuel retirements exceeded new fossil constructions more than tenfold.

According to the U.S. Department of Energy’s Energy Information Administration (EIA), the U.S. connected 20.2 GWac of utility-scale power plants to the grid during the first half of 2024. This capacity includes 12 GW from solar power, which represents 59% of the total additions. Additionally, 4.2 GW of this new capacity was attributed to energy storage.

Florida and Texas led the nation in utility-scale solar development, contributing 38% of the new solar capacity. Notable projects include the 690 MW Gemini Solar facility in Nevada, which integrates solar and storage, and the 653 MW Lumina Solar Project in Texas.

Energy storage was the second most significant technology by capacity with a total deployment of 4.2 GW. California led the charge, contributing 37% of the total energy storage capacity, followed by Texas (21%), Arizona (19%), and Nevada (13%). Together, these states accounted for 90% of the energy storage capacity added, with the 380 MW battery at the Gemini facility being the largest of the period.

Fossil fuel retirements far outpaced new fossil capacity deployments. The EIA noted that 5.1 GW of capacity was retired, with 53% from methane (2.7 GW) and 41% from coal (2 GW). In contrast, only 0.4 GW of new gas capacity was deployed.

The U.S. energy sector’s growth trajectory is expected to continue its upward trend. For the second half of the year, the EIA forecasts an additional 42.6 GW from new capacity deployments, including 25 GW from solar and an additional 10.8 GW of energy storage. Combined with the first-half capacity of 12 and 4 GW, the nation could finish 2024 with 37 GW of new utility-scale solar and 15 GW of new energy storage facilities.

Is 37 GW real or a mirage?

Whether we can actually reach the projected record capacities of solar will be dependent on politics. The nation is currently debating the imposition of new AD/CVD tariffs, which if implemented at the rates suggested by the filers, would lead to the United States paying three times the international price for solar panels. Historically, similar AD/CVD tariffs led to delays and cancellations for about 20% of utility-scale solar capacity in 2022.

Solar industry analyst Roth MKM has suggested that developers are proceeding cautiously, potentially deferring some 2024 projects to 2025 due to these tariff risks. Just last week, U.S. module manufacturers filed a petition with the U.S. Department of Commerce seeking critical retroactive tariffs.

In 2023, the U.S. added just over 18 GW of utility-scale solar, according to the EIA. Including all capacities, from residential to utility-scale, Wood Mackenzie significantly adjusted their capacity estimations upward to just over 40 GWdc of solar power deployed in 2023. At the start of 2024, the EIA projected about 36 GWac of new utility-scale solar capacity. Combined with small-scale solar projections from various groups, it was suggested that nearly 53 GWdc of new solar capacity might be deployed in the United States in 2024. The EIA indicated that if the current pace continues, then 37 GW of utility-scale solar will be deployed in 2024, more than doubling last year’s record capacity.

In the late 1970s Jimmy Carter, a peanut farmer from Plains, Georgia, became the first American president to champion solar energy as a key to energy independence. His bold initiatives set the stage for the future of renewable energy in the United States.

At the age of 92, President Carter’s dedication to solar energy came full circle when his family decided to convert 10 acres of their peanut farm into a 1.3 MW solar farm. Florida-based J&B Solar was chosen to build this impressive array.

The story of this collaboration began on February 8th, 2017, when President Carter and his family attended the groundbreaking ceremony for the new solar project. Developed under a lease agreement with Atlanta-based SolAmerica, the project covered 10 acres and promised to produce over 55 million kWh of energy over the next 25 years. J&B Solar installed 200 concrete foundations, assembling aluminum racking, and positioning 3,852 polycrystalline solar panels. This setup was designed to generate more than half of the power needs for the residents of Plains, a small town with a population of 683.

Reflecting on this milestone, Carter, the soft-spoken 39th president, expressed his hope: “I hope that we’ll see a realization that one of the best ways to provide new jobs — good-paying and productive and innovative jobs — is through the search for renewable sources of energy.”

Carter’s presidency laid the groundwork for the solar industry. A former nuclear submarine officer with a background in science, he understood the potential of advanced technology. In 1977, amidst an energy crisis, he established the Solar Energy Research Institute (SERI) in Golden, Colorado, and set an ambitious goal to install solar energy in over two and a half million homes by 1985. He even installed solar panels on the White House, a symbolic act of “walking the talk.”

Today, the photovoltaic industry thrives on a global scale, driven by more than just government incentives. The collaboration on the Carter family farm is a testament to the enduring impact of these trailblazers, showing how far we’ve come and how much potential lies ahead.

CleanCapital has acquired an operating solar portfolio made up of two brownfield assets in New York. The projects, Steel Sun II and Homeridae, total 13 MW and supply clean energy to a local university, healthcare provider and a municipality in upstate New York.

The two projects were developed in 2019 by BQ Energy Development (BQ), a specialist in brownfield and landfill renewable energy development acquired by CleanCapital in 2022.

CleanCapital’s in-house development team, led by former BQ CEO Paul Curran, now oversees a project pipeline of nearly 2 GW of solar and more than 8 GWh of energy storage.

“The work we did at BQ Energy, including developing and operating these two exceptional projects, is a source of great pride for me,” said Paul Curran, chief development officer at CleanCapital and former BQ CEO. “Fully integrating the former BQ team into CleanCapital has produced a development team with the expertise, track record, and financial runway to develop, build, and operate hundreds of megawatts in the next few years. Our focus now is to execute on the more than 100 projects in our pipeline and deliver more clean megawatts to our customers as expeditiously as we can.”

The Steel Sun II project is located on the former Bethlehem Steel site on Buffalo’s waterfront and is part of a larger revitalization that includes an array of solar and wind projects. The energy generated by this project is contracted to local mainstays Kaleida Health and Canisius University, the latter of which is meeting its sustainability goals with this project.

“Canisius University benefits from this solar project by seeing lower energy costs, helps us meet the goals set out in our sustainability plan, as well as enhance our commitment to Laudato Si,” stated Joseph Snodgress, director of facilities management at Canisius University.

The Homeridae project is one of two solar arrays in Olean sited on a former oil refinery and tank farm, respectively. The City of Olean is the energy offtake for these projects, which reportedly have demonstrated cost savings to taxpayers in the five years the projects have been operating. Both sites benefited from the Department of Environmental Conservation Region 9 brownfield cleanup program.

“The net metering credits generated by the Homeridae solar project have been a significant benefit to our city budget, allowing us to reallocate savings toward other essential services for our community,” stated William Aiello, Mayor of Olean. “We are excited to see the ongoing positive impact of this oil refinery turned solar project that provides reliable and clean energy to the City of Olean.”

This acquisition brings CleanCapital’s portfolio of operating and under-construction assets to 242 projects totaling 341 MW across 23 states and U.S. territories.

Three solar-plus-storage microgrids will “transform” a 142 mile-long distribution circuit that serves three tribes in eastern Humboldt County, California from “one of the state’s least reliable” circuits into a “highly resilient” system, says the Schatz Energy Research Center at Cal Poly Humboldt University.

The Schatz Center, which is leading the microgrid system design, says the microgrids will have a total of 9 MW of solar and 14 MW / 37 MWh of storage. The rural location will also enable 2 MW of small-scale, fish-safe hydropower and 1 MW of small-scale generation powered by forest residues.

A microgrid will serve each of the three tribes served by the “Hoopa 1101” distribution circuit—the Hoopa Valley, Yoruk and Karuk Tribes. The microgrids are expected to reduce outage hours in the area served by 90%. The cost will be about half the cost of improving reliability by undergrounding power lines, the Schatz Center said.

Chairman Russell Attebery of the Karuk Tribe said the project will “provide the safeguards needed to survive along the river. Our people will no longer fear losing their food or vital medical resources, like vaccines, as we have in the past.”

Each microgrid will be located “in front of the meter” and thus will be capable of powering a portion of the distribution circuit during local outages. The microgrids will be “nested,” enabling them to function either jointly or independently, as immediate circumstances along the power line require.

The project, known as the Tribal Energy Resilience and Sovereignty (TERAS) project, will advance sovereignty through tribal construction, ownership and operation of the advanced microgrid systems, and will include career development and education components.

The design has wide applicability, suggested Schatz Center Director Arne Jacobson, saying the center is “excited to radically expand the capacity of microgrids to provide energy reliability in high-risk locations.”

The Schatz Center previously designed California’s first front-of-the-meter, 100% renewable energy microgrid at the Redwood Coast Airport, and the first iteration of the Blue Lake Rancheria Tribe’s microgrid in Humboldt County. The center is now designing an expansion of that microgrid into four nested, behind-the-meter microgrids, which will provide a demonstration site for the controls system that will subsequently be deployed along the Hoopa 1101 circuit.

The $177 million TERAS project is being supported with a federal cost share of $88 million, awarded in the latest round of grants under the U.S. Department of Energy’s Grid Resilience and Innovation Partnerships (GRIP) program. In making the award, DOE said the project will “develop a replicable public-private partnership model for equitable and community-driven grid modernization.”

DOE says the GRIP program is designed to “enhance grid flexibility and improve the resilience of the power system against growing threats of extreme weather and climate change.”

The Schatz Center is also developing a campus-wide microgrid at Cal Poly Humboldt.

Brookfield Renewable Partners announced it has filed a notice of intent to develop a 900 MW solar project in Oregon, making it among the largest solar projects in U.S. history.

The project is located near the Oregon Raceway outside of Grass Valley. It is placed next to existing transmission lines, eliminating the need for additional transmission infrastructure buildout.

Called Speedway Solar and Battery Storage Project, the proposed facility began community outreach efforts in the spring of 2024. Brookfield expects to issue a project order in fall 2024, apply for a site certificate in the winter of 2024, hold a public informational meeting in spring 2025, and deliver a proposed order in fall 2025. If approved, the project would receive a final order and site certificate in Spring 2026, after which the project can be constructed.

The project has a unique design in which the solar array is designed in “ribbons” along the edge of existing agricultural and wildlife corridors, thereby allowing for continued agricultural use of the land. Speedway Solar is expected to occupy about 4,500 to 6,000 acres.

“With Speedway, we want to preserve the county’s legacy of natural resource stewardship,” said John Soininen, vice president of development, Brookfield Renewables U.S. “By working with the landowners, we can reach our twin goals of decarbonizing the grid and maintaining the character of the region.”

During the construction phase, the project is expected to create hundreds of jobs and stimulate local economic activity. Once operational, it will provide ongoing employment opportunities and contribute to the local tax base for shared priorities like firefighters, education and infrastructure.

The AES Corporation, a global power company with generation and distribution businesses, introduced a robot powered by artificial intelligence. Dubbed “Maximo”, the robot works alongside solar installation teams, helping to install solar panels half the time and half the cost of manual labor installations, said the company.

“Maximo is the first proven solar installation robot on the market,” said Andrés Gluski, AES president and CEO. “We are facing unprecedented increases in demand, driven in large part by the rise of AI and data centers, and innovations like these will be fundamental for accelerating our ability to bring projects online faster and with greater efficiency.”

Maximo can do the heavy lifting and can automatically place and attach panels, increasing safety and accuracy of installations.

To date, AES has used the robot to install nearly 10 MW of solar and the company expects to use Maximo to help build up to 5 GW of its solar backlog and pipeline over the next three years.

One of the projects that Maximo will soon be assisting on is the 2 GW Bellefield project in Kern County, California, a solar-plus-storage project for which Amazon is the offtaker.

“As society’s energy needs grow, the demand for new solar and wind projects are also increasing, requiring us to innovate so we can scale more quickly,” said Chris Walker, director of AWS Sustainability. “We’re excited to collaborate with renewable energy developers like AES that are prioritizing the use of AI technologies that can help us move faster to a carbon-free energy future.” 

Maximo makes use of computer vision for precise placement of the panels. It also learns as it goes, which the company says improves performance and efficiency. The robot is said to perform in a range of climates and lighting conditions and has been validated in the field across a variety of U.S. project sites.

Automation of heavy lifting and precision tasks may become more commonplace in an industry already suffering from a shortage of workers. A report by the Interstate Renewable Energy Council (IREC) noted that the solar industry expects total U.S. installations will grow from 141 GW in 2022 to over 700 GW in 2033. The Solar Energy Industries Association predicts the total number of solar jobs could reach 538,000 by 2032. The IREC report noted that in 2022, 44% of solar industry employers said it was “very difficult” to find qualified applicants—the highest such percentage ever recorded in the Solar Jobs Census, and likely to continue with the escalation of installations.

Maximo is not the first robot to assist in solar installations. Last year, for example, Terabase Energy completed its first installation using Terafab, an automated utility-scale solar installation platform. The Terafab system uses digital twins, logistics software, an on-site digital command center, a field-deployed automated assembly line, and installation rovers that can operate 24/7.  Terabase reported that in its first installation, labor productivity improved 25% when compared with manual installation.

The U.S. Department of the Interior announced that the Bureau of Land Management (BLM) is advancing nine solar projects on public lands that would add over 6 GW of combined electric generation capacity to the grid. Together, the projects would generate enough electricity to power roughly 2 million U.S. homes.

The BLM manages over 245 million acres of public land mainly in 12 western states, including Alaska. To date, the BLM has permitted more than 25 GW of clean energy projects, enough to power about 12 million homes. This includes solar, wind, and geothermal projects as well as gen-tie lines on public lands that are essential for connecting clean energy generation projects on both federal and non-federal lands to the grid.

“As we continue to review clean energy projects, we are committed to collaborating with states, Tribes and stakeholders to ensure that we are building lasting opportunities to create jobs and stimulate the clean energy economy,” said BLM director Tracey Stone-Manning.

The latest round of BLM project advancements include the Esmerelda 7 solar project, among the largest solar projects in the world. Esmerelda 7 is a set of seven proposed utility-scale solar facilities with battery energy storage systems near Tonopah, Nevada. The projects are proposed to be developed on 118,000 acres of BLM managed land.

BLM is now opening a 45-day public comment period on the draft environmental impact statement and resource management plan for Esmerelda 7. The environmental impact statement will provide the foundation for individual environmental analyses of each project, after which the BLM will decide whether to grant rights-of-way for some or all of the projects.

If all Esmerelda 7 projects are approved, the portfolio would add 5.35 GW of electricity, or enough to power about 1.6 million homes.

Along with the BLM-supported Esmerelda 7 is the Libra Solar project, a 700 MW solar and 700 MW battery energy storage project with a 24-mile generation tie-line, planned for development in Mineral and Lyon Counties in Nevada.

The BLM is also opening a 30-day public comment period for the Elisabeth Solar Project near Dateland, Arizona. The project would add 270 MW of solar and 300 MW of battery energy storage.

“With today’s advancement of nine solar energy projects on public lands, we are taking a significant step towards these efforts and President Biden’s ambitious clean energy goals,” said principal deputy assistant secretary for Land and Minerals management, Dr. Steve Feldgus.

As of July 2024, an additional 70 utility-scale clean energy projects are in process by the BLM throughout the Western United States. These projects have the potential to produce almost 32 GW of renewable energy. In addition, BLM has begun the preliminary review of approximately 166 applications for solar and wind development, as well as more than 40 applications for solar and wind energy site testing. 

The Biden-Harris administration has set a goal to achieve a carbon pollution free power sector by 2035.

Clearway Energy has secured financing for a 200 MW solar-plus-storage project and a 113.5 MW energy storage facility in California. The company will utilize $700 million in construction financing to deploy these projects, which have long-term agreements with San Diego Gas & Electric (SDG&E), South California Edison (SCE), and the Power & Water Resources Pooling Authority (PWRPA).

The Luna Valley facility features 200 MWac of solar power coupled with 169 MW of energy storage. As indicated in the site layout above, the batteries are positioned at the site of the solar inverters, suggesting potential DC coupling with the solar power.

Nestled in Fresno County, the Luna Valley facility is surrounded by a mix of existing and future solar power plants. To the south, it is neighbored by the existing Tranquility Solar Project. The Adams East Solar Projects lie to the east, while the Scarlet Solar Power Project, currently under development, is situated to the west.

This facility is one of sixteen current and prospective solar facilities within a fifteen-mile radius.

The Luna Valley facility has secured power purchase agreements (PPAs) with SDG&E, SCE, and PWRPA, while the Daggett Storage facility has an agreement exclusively with SDG&E.

According to the California Independent System Operator (CAISO), SDG&E has contracted equal amounts of solar and energy storage from the Luna and Dagget facilities. These resources are linked in a “virtually paired hybrid contract” as part of legislative efforts to replace the potentially retiring 2.2 GW Diablo Canyon Nuclear Power Plant. The combined resources are designed to be available daily from 5 P.M. to 10 P.M., providing power for at least five consecutive hours.

The energy storage facility, featuring a four-hour 113.5 MW battery, marks the final phase of the now complete 482 MW Daggett Solar plus 394 MW Energy Storage complex. To fulfill the five-hour runtime requirement, the facility operates the 113.5 MW battery at a derated 91 MW.

A sound study reveals that daytime noise levels within the facility’s perimeter could reach up to 55 decibels (dB), comparable to a loud conversation. Just outside the fence, sound levels peak between 40 and 45 dB, with the lower end akin to a whisper and the upper end similar to a normal conversation or a running dishwasher.

Primergy and Quinbrook Infrastructure Partners announced that the Gemini solar-plus-storage project outside of Las Vegas, Nevada is now operational.

The 1.8 million solar panels are expected to generate up to 690 MW and they’re co-located with 380 MW of 4-hour battery energy storage (1,400 MWh). Using a DC-coupled storage configuration enables the batteries to be charged directly by solar, thus increasing efficiency.

In April 2022 the two companies announced that they had closed on a landmark deal of $1.9 billion in debt and tax equity financing project. The debt financing consists of $1.3 billion in credit facilities and $532 million in tax equity commitments, with the tax equity commitments provided by Truist Bank and Bank of America.

In constructing the project, which is on federal land, Primergy reports that it “created and implemented an unprecedented framework for ecosystem management” by leaving vegetation in place and using a tracker system that follows the natural undulations of the ground. The company estimates that it was able to reduce the project’s land footprint by over 20%.

During construction the project reportedly created approximately 1,300 union and prevailing wage jobs and contributed approximately $463 million to Nevada’s economy.

“Gemini creates a blueprint for holistic and innovative clean energy development at mega scale, and we are proud to have brought this milestone project to life and to have delivered so many positive impacts across job creation, environmental stewardship, and local community engagement,” said David Scaysbrook, co-founder and managing partner of Quinbrook.

The project uses Maxeon Solar Technologies’ solar modules that use bifacial mono-PERC solar cells made on large format 8-inch G12 wafers. Maxeon reports that these modules offer efficiency of over 21%, enhanced shade tolerance, and power ratings of up to 625 watts. The modules are mounted on trackers from Array and Ojjo, which are specifically designed to withstand harsh desert environments and high wind speeds with a patented wind-mitigation system.

Primergy selected Kiewit Power Constructors Co. as Gemini’s engineering, procurement and construction (EPC) partner and IHI Terrasun Solutions as the integrator for the project’s 380 MW/1,520 MWh lithium-ion battery.

NV Energy signed a 25-year power purchase agreement for the energy produced by the Gemini plant. It is  expected to meet 10% of Nevada’s peak energy needs.

Salt Lake City-based renewable energy developer rPlus Energies says it has secured over $1 billion in financing for the 800 MW Green River Energy Center (GREC) in Emery County, Utah, one of the largest solar-plus-storage projects in the country.

Originally conceived as a 400 MW solar facility with 200 MW of on-site storage, the GREC has expanded its storage component due to the requirements of the project’s primary off taker, electric power company PacifiCorp. The solar facility will now incorporate 400 MW of battery storage, which is expected to supply 1,600 MWh of electricity.

Increasingly, storage is seen as an important component in utility-scale solar development projects. With GREC, rPlus assumes the role of owner operator of one of its projects. The company has a power purchase agreement with PacifiCorp.

“The Green River Energy Center marks rPlus Energies’ debut as an independent power producer,” said company president and CEO Luigi Resta.

rPlus says the construction debt financing for GREC is being supplied by Crédit Agricole Corporate and Investment Bank, KeyBanc Capital Markets, MUFG Bank, Ltd., Truist Securities Inc., and Wells Fargo Securities, LLC, with MUFG acting as administrative agent.

Engineering, procurement and construction services will be provided by Sundt Renewables. GREC will join a number of other rPlus projects in the state, including the 200 MW Appaloosa I solar project, the 80 MW Three Peaks Solar facility, 80 MW Graphite Solar project and 80 MW Utah Red Hills Renewable Park.

rPlus says GREC is expected to supply approximately 500 construction jobs, with a significant percentage to be local hires.

rPlus Energies, a subsidiary of the Gardner Group since 1976, develops utility-scale power plants using renewable resources. The company has projects across 15 market areas in the U.S. in active development including solar, wind, pumped storage hydro, and solar-plus-battery.

The Federal Energy Regulatory Commission (FERC) released its Energy Infrastructure Update through May 2024. The report tracks the interconnection of new sources of generation to transmission grids nationwide.

In May the U.S. added 3,189 MW of new generating capacity. The solar industry added 78.9% of this total, bringing 2,517 MW of new solar assets online. This was followed far behind by wind (277 MW), hydropower (211 MW), and natural gas (184 MW).

Cumulatively in 2024 through May, solar led the way in capacity additions, bringing online 10,669 MW, or about 74% of the total 14,435 MW added across all technologies. Over the same period wind added 2,095 MW, nuclear 1,100 MW and natural gas 348 MW.

Looking at the total actively installed and operational assets across technologies, the United States has 1,296 GW of electric generation capacity. Natural gas is by far the energy mix leader, representing 43% of the total. This is followed in order by coal (16%), wind (12%), and solar, which now represents nearly 9% of the total energy mix. Solar has surpassed nuclear energy as an electricity source, which supplies about 8% of U.S. electricity.

Looking ahead, FERC expects solar to continue to play a dominant role in grid additions. For high-probability additions from June 2024 through May 2027, FERC expects about 90 GW of solar, 24 GW of wind, and 14 GW of natural gas, with other technologies adding less than 1 GW. Additionally, about 17 GW of natural gas capacity and 18 GW of coal is expected to be retired over the period.

Savion, a Shell Group portfolio company, announced that the Madison Fields Solar Project (MFSP) has achieved commercial operation.

The 180 MW solar power plant is located in Madison County, Ohio and is one of the first operating utility-scale solar sites to intentionally integrate soybeans, alfalfa and forage crop production within the array.

Savion developed and built the project and will share ownership equally with InfraRed Capital Partners. Shell is the asset manager of the project.

A local public hearing was conducted online in December 2020, where 13 of the 14 registered witnesses elected to provide testimony. Ten individuals testified in support of the proposed facility, while two people expressed opposition, and one individual requested that the applicant consider specific environmental management practices at the facility.

Savion entered into a long-term power purchase agreement with Amazon as the sole offtaker for electricity generated by MFSP. Over the next 35 to 40 years, the solar plant is expected to produce enough energy to power approximately 38,000 Ohio homes annually. The project will connect to the regional power grid controlled by PJM and is expected to contribute $1.62 million annually to local taxing entities throughout the life of the project, according to Savion.

“Today, we are not only celebrating the commencement of Savion’s first constructed and owned project but also how it contributes to our diverse renewable energy development work across the United States,” said Nick Lincon, president of Savion.

The installation is made up of 420,000 solar modules on single-axis trackers. The agrivoltaic aspect of MFSP was designed by Savion’s wholly owned subsidiary, Between the Rows, a company that Savion said is dedicated to “think like farmers” across all phases of utility-scale projects, including development, construction, operation, and decommissioning.

Between the Rows partnered with The Ohio State University’s College of Food, Agricultural, and Environmental Sciences in actively testing and growing forage crops, including hay and alfalfa, along with soil health and precision agriculture. Once the crops and grasses come in, the plan is to graze livestock on the site. 

The construction area is 1,696 acres with about 1,280 acres inside the fence, 125 of which are planted with corn and soybeans. The 415 acres outside the fence will be vegetated or returned to farming, Savion reports. During construction trees were cleared from a 4.3-acre area of the site, which represented less than 1% of the total project footprint.

Savion reports that with the operation of Madison Fields it now has 1.8 GW in operation, under contract or under construction.

Doral Renewables announced that the first segment of its Mammoth Solar project is about to achieve operations. The plant will be the largest operating solar installation in Indiana and is expected to provide enough electricity to power 75,000 homes a year.

In a ceremony that focused on the project’s social and economic impacts on the local community, RJ Howard, chef and owner of the local Maggie Lu’s Market said, “Mammoth Solar’s presence is felt everywhere throughout the county. Almost every industry and business will reap the benefits of this project”.

Mammoth North is an agrivoltaics installation with more than 1,500 sheep already grazing the land. The sheep are managed by local farmer Billy Bope who called the dual-use project a win-win. “We’re able to diversify our farming practices with livestock, which allows us to maintain the vegetation to the level Mammoth North needs,” said Billy. “Specifically for my family, Mammoth Solar also allows the next generations of Bopes to stay on our family’s farm.”

Mammoth North is built on 4,500 acres in Starke County, about 20% of which were used for solar with the other 80% remaining green and/or used for growing crops.

According to Doral, the project started as a grassroots effort in 2019 culminating in having 65 families leasing their land to Doral for the project. In 2021, the company executed a long-term power purchase agreement with AEP Energy, a subsidiary of American Electric Power, who will be the sole offtaker.

“Indiana continues to chart the path forward toward the future economy, ranking among the top states for new clean energy under development thanks to the commitment and partnership of companies like Doral Renewables,” said Governor Eric J. Holcomb. “This mammoth-sized project is not only creating new jobs and new opportunities across northwest Indiana, but it is elevating our state and showcasing Hoosier innovation on the world’s stage.”

The project focused on using local labor and American materials including tracker systems from U.S.-based Nextracker that provided trackers specially designed for agrivoltaic installations. The nearly 76,000 solar panels used in the installation are not U.S. made.

Mammoth North is part of the Mammoth Solar project that, when complete, will have a capacity of 1.3 GW. Sitting on 13,000 acres of farm fields, Mammoth will produce enough electricity to power 247,000 homes.

Doral Renewables is a Philadelphia-based renewable energy developer, owner, and operator of renewable energy assets, with a solar and storage development portfolio of over 13 GW, including 1.3 GW under construction.

In less than a decade, data and analytics firm Wood Mackenzie forecasts that the world will multiply its total renewable energy capacity.

From 2024 to 2033, the firm forecasts that 4.7 TW of DC solar capacity will be installed globally. China is expected to contribute 50% of the total.

Solar and wind together are expected to add 5.4 TW through this period, increasing the global total to 8 TW. Energy storage capacity is expected to grow by more than 600%, with 1 TW expected to come online over the period.

“Global demand for renewables has reached unprecedented levels, driven by country-level policy targets, technology innovation, and concerns over energy security. Integrated power technology solutions will continue to evolve, evidenced by a significant increase in storage-paired capacity growth, despite inflation, grid constraints and permitting challenges,” said Luke Lewandowski, vice president, global renewables research at Wood Mackenzie.

The firm forecasts that 500 GW of new solar and wind capacity installed in 2023, and average 560 GW annually over the 10-year outlook. Solar is expected to account for 59% of global capacity added over the period.

In the first quarter, U.S. developers installed more solar in the first quarter of 2024 than in all of 2019. Installations in China were up 36% year-on-year, and new capacity in India through Q1 were equivalent to 85% total capacity installed in 2023. However, Europe’s distributed solar boom has started to weaken, with first quarter residential installations contracting more than 30% in Germany and over 50% in the Netherlands as retail rates come down.

“Ultra-low module prices intensified the rate of solar deployments last year in Europe and China and will continue to do so in the near-term. But grid constraints and a return to lower power prices and subsequently lower capture rates will impact markets and other regions,” said Juan Monge, principal analyst, distributed solar PV at Wood Mackenzie.

Monge added that maximizing solar capacity in the next 10 years will depend on additional technology developments from expanding grid infrastructure to incentivizing flexibility solutions, transportation and heating electrification.

Drastic drops in solar module prices and tight interconnection deadlines have triggered 150% annual growth for PV installations globally, said Wood Mackenzie. The firm expects this growth curve to continue until 2026, when there may be a two-year slowdown due to an expected pause in development activity before the next round of planned procurement drives higher deployment.

Meanwhile the global energy storage market is on track to reach 159 GW/358 GWh by the of 2024. Looking ahead, 926 GW/2789 GWh is expected to be added between 2024 and 2033, marking a 636% increase.

“The growth represents just the start for a multi-TW market as policy support in terms of tax exemption and capacity and hybrid auctions accelerate storage buildout across all regions,” said Anna Darmani, principal analyst, energy storage, at Wood Mackenzie.

The Bureau of Land Management (BLM) is seeking public input to inform development of an environmental assessment for the proposed Socorro Solar Energy project in southeastern La Paz County.

According to the application submitted by developer EDF Renewables in October 2021, the proposed Socorro project is designed to produce up to 350 MW of solar energy along with battery energy storage.

The BLM, Arizona State Office, completed the solar variance review process and determined that it is appropriate to continue processing the Socorro Solar Project application. At this time, BLM AZ is requesting concurrence on the State Director’s Socorro Solar Project Variance Determination.

Concurrence will not approve the proposed project, but allows the BLM to continue processing the application and initiate its National Environmental Policy Act (NEPA) process, including this public scoping and the preparation of an environmental assessment or environmental impact statement

July 1 marked the start of a 38-day public scoping period for an environmental assessment to analyze and disclose potential impacts. The BLM is seeking input relevant to the development of alternatives, environmental analyses and resource protection measures.

The project is expected to take up 3,066 acres of the nearly 6,000-acre site located within a Renewable Energy Development Area (REDA) as designated by the Arizona Restoration Design Energy Project Record of Decision issued by BLM in January 2013.

The clean electricity is expected to be delivered to the grid through the Ten West Link 500 kV bulk transmission line anticipated to be approximately 1.3 mile, which would cross the Central Arizona Project (CAP) and Interstate 10 to the south of the CAP. The application includes 30-foot wide access road for which the BLM is seeking a right-of-way for 40 years.

Project information, including maps, will be available on the project website within the BLM’s National NEPA Register.

Environmental assessments evaluate potential impacts of the project and addresses Native American religious concerns; threatened, endangered, and sensitive species; socioeconomic effects, environmental justice and other issues. The environmental assessment also looks at potential mitigation measures that can lessen environmental impacts.

In April the Bureau of Land Management (BLM) released final rules governing the leasing and rental of renewable energy projects sited on public lands. The rules were developed with consultation from the Solar Energy Industries Association (SEIA). Earlier in the year, the BLM released a draft analysis of the Utility-Scale Solar Energy Programmatic Environmental Impact Statement (PEIS) that identifies 22 million acres across 11 states that are best suited for solar development. The document calls for solar development to be focused on areas with fewer sensitive resources, less conflict with other uses of public lands, and close proximity to transmission lines, having identified 200,000 acres of land near existing transmission infrastructure.

A recent study by the Energy Markets and Policy (EMP) department at the Berkeley National Laboratory, in collaboration with the University of Michigan and Michigan State University, found that engaging the public is important when siting large-scale solar energy projects.

“The public’s input during scoping will help inform the BLM’s development of a range of alternatives that will be analyzed,” said William Mack, Colorado River District Manager. “We invite our federal, state, tribal, as well as local partners, stakeholders, and the public to participate in scoping.”

The United States has set a goal of achieving 100% clean energy by 2035. To do so, a vast amount of land needs to be used for solar energy production. The National Renewable Energy Lab estimates that if the United States were to meet all of its electricity needs with solar alone, around 10 million acres, or 0.4% of the area of the country, would be needed.

Recurrent Energy, a subsidiary of Canadian Solar, signed a $103 million tax credit facilitation agreement with Bank of America for its North Fork Solar Project.

The tax equity agreement is Recurrent Energy’s first production tax credit (PTC) transaction and first tax credit transfer transaction. Recurrent reports that by transferring tax credits to Bank of America, it can access funding more quickly and efficiently.

In April the Internal Revenue Service (IRS) released final guidance for the transfer of clean energy tax credits, a provision within the Inflation Reduction Act and the Creating Helpful Incentives to Produce Semiconductors (CHIPS) act that allow tax credit owners to sell their credits to other entities with a tax appetite.

Under a tax credit transfer transaction, renewable energy developers and owners can sell tax credits for cash, making financing easier for new clean energy projects. The transferability option is generally open to the entities that are not covered by the direct pay option. More information in the frequently asked questions section can be found here.

Oklahoma Municipal Power Authority (OMPA), which serves 42 municipally owned electric systems in Oklahoma, will purchase 100% of the energy produced by North Fork Solar under a 15-year agreement. This marks the first solar project in OMPA’s energy mix. Recurrent Energy will continue to own and operate the project long-term.

“This addition will further diversify our energy sources and provide our member cities with more energy options to offer their customers,” said David Osburn, OMPA general manager. “We look forward to maintaining a long-term relationship with Recurrent Energy.”

The 120 MWac North Fork Solar project, which sits on 1,012 acres in Kiowa County, Oklahoma, will provide enough electricity to power the equivalent of 35,000 homes year.

This project greatly increases the amount of solar installed in the state of Oklahoma, which ranked 46th for installed capacity in Q1 2024 with 189 MW, according to the Solar Energy Industries Association. At that time the Covington Solar Farm at 13.2 MW, which came online in 2017, was a landmark project.

Construction by Blattner began in August 2023 and was compete in June  2024 with approximately 250 people employed during peak construction and three permanent jobs during operation.

According to Recurrent Energy’s website, the project used construction methods to minimize grading and removal of soil, and preserved topsoil was redistributed across the graded areas to assist in growing ground cover as quickly as possible.

Recurrent Energy reports that during the project’s development and construction, the company supported local initiatives, including the Snyder 4-H and FFA, Snyder Prom, and Cyclone Educational Foundation. Now that it’s operational, the solar project will contribute about $26 million to community services.

Recurrent Energy began developing North Fork Solar in 2018. NordLB and Rabobank provided project financing for North Fork Solar. CRC-IB and Latham & Watkins advised Recurrent Energy on the tax credit transfer transaction.

The City plans to build 33 MW of solar to power its municipal buildings.

The City of Detroit announced it has selected three sites for its Solar Neighborhoods initiative, which seeks to develop solar facilities on mostly vacant neighborhoods throughout the city. 

Detroit city-owned buildings use a collective 33 MW of electricity. The city seeks to meet all this demand with new solar projects distributed throughout the metro area. 

Phase one of the project will add 21 MW of capacity across the Gratiot Findlay, Van Dyke/Lynch, and State Fair neighborhoods. Lightstar Renewables was selected to develop 10 MW of the portfolio. Site maps can be found here. 

Under the agreement, the solar facilities will be operated for 25 to 35 years. When the arrays reach the end of their useful life, the contract calls for developers to remove the equipment and return the property to a green field.

A coalition of local nonprofits, environmental groups, energy experts and solar developers are participating in the program. The groups engaged in a several-months-long community engagement program to explain its benefits and reach residents. 

Projects are planned in mostly vacant neighborhoods. Residents located in the footprint of the proposed solar facilities are offered compensation equal to double the market value of their property (or $90,000 minimum) along with moving expenses and relocation services. Renters will receive 18 months’ worth of rent and relocation services. The initiative includes energy efficiency upgrades for surrounding homes, with a minimum value of $15,000 on average per home. 

Each acre contributed will be provided with up to $25,000 in community benefits for energy-efficient upgrades, prioritizing affected homeowners and renters within the solar array footprint. Neighbors can elect to install energy bill saving measures like new windows, roof repairs, energy efficiency, home insulation, smart thermostats, battery back-up, and residential solar panels. 

For the next steps, the Office of Sustainability, The Department of Neighborhoods, the program’s Neighborhood Solar Partners and the solar developers to work with the community and get their insight into how the sites will look and operate. There will be a negotiated and approved agreement between the developer and residents, which will include what the design, vegetation and maintenance will be for each solar neighborhood before any construction work begins.

Nextracker, a global provider of intelligent solar tracker and software solutions, has acquired Ojjo in an all-cash transaction for approximately $119 million.

Ojjo is a California-based renewable energy company specializing in unique truss systems that uses half the steel of a conventional foundation and a design that reportedly minimizes grading requirements in utility-scale projects.

The foundation company was founded by Jack West, who also founded Zep Solar. Zep was also known for its unique design in that it offered a rail-less way of installing solar on rooftops. Zep was acquired by SolarCity, which was later acquired by Tesla.

Ojjo’s truss is comprised of underground anchors, above ground legs and a truss cap. The Ojjo Earth Truss has more than 4 feet of reveal tolerance, regardless of Truss height, the company reports, which minimizes grading requirements. A hollow Screw Anchor is the heart of the Ojjo foundation technology, and it’s designed with a crimp collar welded to the top and a hollow tip at the end. Ojjo also has a Truss Driver machine that uses automation software for installations.

Today Ojjo is made up of industry veterans from Avantus, Vestas, SunPower, Recurrent Energy, and Canadian Solar as well as original members from the Zep days. Ojjo reports that, to date, it has delivered more than 2 GW of truss foundations and has 600 total patents issued and pending.

One of Ojjo’s notable projects is Gemini, a 690 MW standalone solar and battery storage project in Nevada on Bureau of Land Management land in the Mojave Desert. The company reports that the project’s owner, Primergy, and EPC, Kiewit Power, chose the Ojjo solution because it eliminated predrilling and reduced the need for grading.

Nextracker reports that for many years it has partnered with Ojjo on testing, evaluation and collaboration on joint customer solar projects. Nextracker sees the acquisition as a bonus for developers and EPC firms as Ojjo’s patented foundations portfolio paired with Nextracker systems provides an integrated solution for a variety of soil conditions.

“Their team brings geotechnical products and expertise in foundation systems that are especially well-suited to rocky sites, with control system intellectual property that is broadly applicable to a range of equipment,” Dan Shugar, Nextracker founder and CEO. “This acquisition furthers our successful global tracker foundation business with next-generation, differentiated technology.”

Nextracker reports that Ojjo technology paired with its NX Horizon integrated tracker system will advance Nextracker’s existing foundation capabilities. In addition, Ojjo technology will continue to be available to customers for use with other compatible solar trackers.

“I am proud of what the Ojjo team created. Nextracker is by far the best partner to drive this technology to its fullest potential in the utility-scale marketplace,” said Mike Miskovsky, outgoing Ojjo CEO, who will be providing transitional support to Nextracker into the next fiscal quarter.

The transaction closed on June 20, 2024, and is not expected to be material to fiscal 2025 results. The purchase price is subject to working capital and other customary purchase price adjustments.

Global PV installations will range from 600 GW to 660 GW in 2024, according to Bernreuter Research.

Bernreuter said its forecast is supported by the shipment targets of the world’s six largest solar module suppliers for 2024. On average, JinkoSolar, Longi, Trina, JA Solar, Tongwei, and Canadian Solar aim for a growth rate of 40%, which, based on global solar installations of 444 GW in 2023, would result in 622 GW of newly installed capacity in 2024.

“Even if leading players gain market share as tier-2 and tier-3 manufacturers struggle in the current low-price environment, it is likely that new PV installations will exceed 600 GW (DC) this year,” said Bernreuter.

Bernreuter’s latest report, “Polysilicon Market Outlook 2027,” said low module prices will fuel demand in the second half of the year. “Once market participants conclude that the crash of the solar module price has reached its bottom, demand will accelerate,” explained Johannes Bernreuter, head of Bernreuter Research.

Global solar installations of 630 GW to 660 GW would exceed the report’s high scenario of 620 GW. The report also noted that China, with a market share of more than 50%, will continue driving global PV installations forward.

“Our new analysis confirms the more aggressive forecast approach we have adopted in the report,” said Bernreuter.

The Federal Energy Regulatory Commission released its Energy Infrastructure Update, issuing data through April 2024 for projects interconnected to utility electric grids.

Solar installed a cumulative 7,899 MW in January through April 2024, representing 80.5% of capacity additions. Wind followed with 1,825 MW, while natural gas added 67 MW of capacity through the first four months of the year.

In April, solar added 1,374 MW to the grid, representing 63.7% of all capacity added. Wind followed with 737 MW added, while 16 MW of natural gas was interconnected with the grid.

Despite its domination of new project queues and activations, renewable energy has a long ramp of growth ahead of it if the United States is to achieve its goals of decarbonizing the energy sector. FERC reports that natural gas has the largest share of the energy mix with 564.5 GW (44%). This is followed by coal (16%), wind (12%), solar (9%) Nuclear (8%), and hydropower (8%). Oil, biomass, geothermal and waste heat combine for about 4% of the energy mix.

Looking ahead, for a short-term outlook of new capacity additions from May 2024 through April 2027, FERC expects solar to add the most capacity by a wide margin. FERC defines capacity additions in two buckets, all additions (including proposed projects) and high probability additions (projects that are further along the development cycle and very likely to be approved and constructed).

For high probability additions, solar leads the way with 88,195 MW expected. This is followed by wind with 23,919 MW, and natural gas with 13,280 MW. All other generation sources are expected to add 400 MW or less, with zero nuclear energy capacity additions expected.

As for retired capacity over the next three years, about 20,177 MW of coal, among most emitting source of electricity, is expected to be retired. Additionally, 17,103 MW of natural gas capacity is expected to come offline, leading to a net decline of 3,823 MW. About 2,043 MW of oil capacity is expected to be retired.

FERC reported that 128.2 miles of transmission lines with voltages from 230 V to 500 V was constructed thus far this year. Through September 2026, FERC expects 2,056.2 miles of high-probability transmission lines to be added.

Hawaii has the highest average electricity price of any state at 43.93 cents per kWh, nearly triple the U.S. average, yet this project will cut that cost for many residents. Developer AES Hawaii projects that the Kūihelani Solar-plus-Storage facility will generate enough electricity for 15% of Maui’s needs at just 8 cents per kWh.

“Maui residents will soon be seeing the benefit of Kuihelani in their electric bills and the reassurance of knowing they will have reliable electrical power for their homes and businesses,” said former Maui Mayor Victorino.

Islands that are not covering their energy needs with renewables are beholden to imported fossil fuels. The energy generated by this facility will offset the need to import an estimated 2 million barrels of oil.

Situated on 450 acres in central Maui, between Kūihelani Highway and Maui Veterans Highway, the project supports the state’s goal of 100% renewable energy and decarbonization targets by 2045. AES Hawaii broke ground for construction less than two years ago, and as with most large-scale solar projects, the company sought input from the community prior to construction. As a result, AES Hawaii modified its plans.

“We reduced the size of the project site by 35%, minimizing the project’s environmental footprint, while maximizing the usage of the available land in a responsible manner,” said Sandra Larsen, Hawaii market business leader for AES.

Hawaiian Electric is the offtaker of the electricity, having signed a 25-year power purchase agreement with AES Hawaii.

Nearly 300 jobs were supported during construction of Kūihelani Solar-plus-Storage and and generated approximately $68 million for Maui’s economy, according to AES Hawaii. In addition, project area is also designed for agricultural use.

AES Hawaii more than 300 MW of renewable energy in construction or operational, enough to power 120,000 homes statewide. The company estimates that this is the equivalent of eliminating more than 175,000 metric tons of carbon emissions and more than 15 million barrels of oil consumption over the course of project lifecycles.
